Hello, 

I am Anna Sikharulidze, an expert with more than 15 years of experience advising governments, development partners and private sector organizations on energy policy, GHG mitigation and climate strategy. My work spans multiple regions, including Georgia, Armenia, Ukraine, Sri Lanka, Kyrgyzstan, Costa Rica and members of the Energy Community, where I have contributed as both a national expert and an international consultant on climate and energy transition projects.

My background includes extensive engagement in the UNFCCC process, including technical assessments on behalf of the UNFCCC Secretariat.

Academically, I hold a PhD in Physics and Mathematics from the Georgian Academy of Sciences, specializing in mathematical modelling and decision-support systems. This foundation allows me to apply advanced analytical methods to climate policy evaluation, mitigation planning and low-carbon technology assessment.

My work has contributed to key national planning processes, including Georgia’s first Low Emission Development Strategy (LEDS), where I led policy analysis for the energy supply, industry, transport and waste sectors. I am also involved in shaping Georgia’s National Energy and Climate Plan (NECP), advising on policy enhancements and identifying mitigation barriers through evidence-based technical analysis.

I have significant experience in evaluating technologies and mitigation measures using modelling tools. This includes leading the development of the technology database for the TIMES-Georgia model, currently applied in NECP policy analysis.

In addition to policy analysis, I work closely with financial institutions and private sector stakeholders in Georgia to support the development of green financing products, assess green investments and ensure alignment with international climate and sustainability standards.
